I have a A7Y no pipes on it, the motor pulses when switched on the the blockage light comes on, have brought new filter but keeps doing the same. Is it time for the bin?

If the machine switches on and off in quick succession, while making a pulsing noise, it could be an indication to either a dirty/blocked filter or an obstruction in the machine affecting the airflow.
