From your pictures, I don’t think you have assembled these parts incorrectly!
If you attach the end of the red pivoting elbow section to the flexible hose, then hook the handgrip section onto the main body of the vacuum, you should find the wand collapses down inside the hose as it’s supposed to.
It’s only possible to collapse the wand down once you’ve hooked the handgrip onto the main body:
