Welcome to the Dyson Community, and thanks for letting us know about this.
It looks like the open-cell plastic foam in the exhaust air duct may be disintegrating from age and use. It helps with sound suppression and exhaust air diffusion, but shouldn’t make any difference to the performance of your machine if you remove the remaining foam.
Due to the age of DC20, we no longer support it with replacement parts or servicing, so that’s not an option I’m able to suggest on this occasion.
