Barrel in vacuum cleaner is stuck - can't empty - any advice please? See photos. Yellow arrow pull down lever doesn't sem to do the job

Corded Barrel - Unable to remove the bin - Help

Hey
Do you mean the one at the top of the bin, which removes it (1) or the one on the clean plastic (2)?
I’ve labelled these 1 & 2 in my own photo.
If its the latter, I am unsure if you can remove this when while the bin is attached to the cleaner unit.
